The Fool
RANK:
Adachi was Yusuke's first imPort contact, after his roommate, and just so happened to be from the same world, five years in the past, and have the same power of Persona. That he shows an...uneven amount of control over, and not that much respect for. If only he had known that before going undercover within the Constellation with him, sharing details about his powers and his life back home, trusting him to have his back and form what...could have been a new found family to replace the one he had been pulled from.
Because it turned out that Adachi was lying to him, and instead of working with the Inaba team of Persona users, he was the evil they were fighting against, having used his power to kill two people because he didn't feel like he was good enough. Not at all unlike the man who raised Yusuke, keeping him in the dark his entire life about the deaths of his former students and Yusuke's own mother so that he could keep his name on gallery flyers. Eventually, the Constellation found out about Adachi's big mouth, and used Yusuke to interrogate and discipline (ie torture) him to prove his loyalty and protect those that Adachi was speaking to.
So their relationship is...strained, but they're on their way to something healthy, having been able to put some things to rest once they took down Dooku together. It's an unspoken truce they probably should actually talk about, but civil conversations are good enough for now.

The Emperor
RANK:
He met Yuri in a beautiful winter wonderland of the skater's own creation, in the middle of May, in Florida. He caught Yusuke's attention immediately, inspiring and intriguing him, and was given a sad drawing and a guarantee to have his back in return, and they've been friends ever since.
Inadvertently being brought together by the irresponsible adults in their lives brought them even closer, for better or for worse. Adachi revealed his, and by association Yusuke's, association with the Constellation to Yuri and Viktor when they all went to visit him in the hospital. Outside of his teammates from back home, Yuri is the only person who knows the details of both the Constellation and the Phantom Thieves, which makes him a bit uneasy due to how inexperienced he is with the kinds of life or death ordeals Yusuke is used to...but he vowed that he would give Yuri nothing but honesty, and Yuri said he would be there for him whenever he needs. So he's involved, whether Yusuke likes it or not, and there's nothing he can do but have faith in him, continue helping him hone his ice wielding skills, and keeping him close enough to protect if when something happens.
He thought he was drawn to Yuri because of his own artistic drive towards beauty and inspiration, but it didn't take long to figure out that it's more than that. His passion for what he does, his intense loyalty and commitment, his drive to always do right and be better, those traits speak to Yusuke so much deeper than any attractive art model could. It helps that he's also gorgeous, though, in new and heart melting flipping ways every day.
Yusuke is completely, stupidly, in love with him, and Yuri, after a long and agonizing wait and months of dating, finally admitted that he's in love with him too, through an elaborate ice skating routine of course. The crazy kids just might make it.

The Hierophant
RANK:
Yusuke has heard this name from two different people, before finally meeting him. He is a Persona user from the Iwatodai team, and was supposedly close with his roommate, Jaime, a long time ago, before being ported out. He's back now, with no memory of having ever been here. After they got trapped in the horror house together, they got to sit through the theater of one another's sins...Shinji saw a flashback of him torturing Adachi, and he saw Shinji lose control of his Persona and kill someone. Not the ideal way to bond, but their relationship has a strange understanding to it...now that Yusuke isn't hiding any more secrets.
With Jaime's help and some shady tiger-based coercion, Shinji has decided to stop sleeping in alleyways and room with the two of them. He has a roof over his head and his own bathroom, and Yusuke gets to enjoy his culinary skills. It's working out.

The Lovers
RANK:
He spilled ice cream on Otabek's face when he first got here, which led to some pleasant company, and then...didn't pay him much mind until he found out he had a date with Yuri. Which they talked about, awkwardly, of course, but agreed to be open with each other to avoid as much anger and jealousy as possible. Yusuke assumed that was the situation, at least until Yuri figured out where his heart was at. But then Otabek asked him out. On a date. Not as friends. Which he accepted, and really enjoyed.
So, now they're all dating, together. Yusuke was concerned, at first, because his feelings for Otabek were newer and less developed than the ones he has for Yuri, but his confidence won him over quickly. He's never met anyone so good, just kind-hearted and generous and accepting, without appearing to put any effort into it. He's strong, he's handsome, and has always been supportive of Yusuke, both in his insane missions and his times of need.
Falling in love with Otabek was gradual, something he could feel creeping up on him for weeks, even months. Not like Yuri, something he stumbled into all at once. Yusuke doesn't think any way is better or worse than the other, but there's something satisfying about knowing that the two of them have built something completely from scratch and curiosity, that now he can't imagine living without.

The Hermit
RANK:
She's the worst. But also the best?
One of his fellow Phantom Thieves from back home, Yusuke was on the team when they rescued her from her own mind and pulled her back into the world. Sometimes forcefully. And they've been bickering ever since, Yusuke being her favorite target for all manner of harassment, and always susceptible to trolling enough to engage. Every time.
Despite that, they've proven to have each other's backs too many times to count, helping each other with everything from social anxiety to life or death demon battles. And recently, she helped him rescue Adachi after nearly killing him, so he's looking for a way to repay her. Secretly, he very much admires her ability to overcome a laundry list of trauma, and the incredible passion she has for almost everything she does. Somewhere along the line, that passion got directed towards Yusuke, and he is not in a place to return those kinds of feelings (kind of BUSY on that front), but he's glad she told him. It made things awkward, for a little while, but they're close enough that they can both put that aside to make their friendship work, Yusuke just has to be a little more tactful. Which he is doing his best at, even if he isn't always successful. Recently, she took what could have been a deadly hit for him during the Heaven Scent raid, which is only strengthening his determination to stand by her side, no matter what.

The Hanged Man
RANK:
A kindred spirit, maybe, from a darker, alternate world where Yusuke continued to refuse the help he so desperately needed. They drunkenly make out at a party, leading to a very awkward encounter where had to tell him that he isn't interested in dating him whilst slicing his arm open that ended in verbal jabs and Brendan storming out. Everything this guy says tends to strike a chord with him, whether it be familiar, thrilling, aggravating, or deeply uncomfortable. But he is insufferable. He assumes too much, he talks too much, he does whatever he wants and acts victimized when people around him don't fall in line. And he threatened to blow his cover as Fox after Yusuke's clone attacked him, so they quit talking for a couple months.
But Yusuke is an idiot, so he can't just cut ties, he has to come back. They're talking again, like normal people, even if Brendan is still at 11 at all times. It's halfway healthy, at least. He's going to try to help Yusuke get out of the Constellation, which...maybe he shouldn't be involved in, but making amends means telling the truth. Or strongly hinting at it until he guesses the truth. Pray for them.

Death
RANK:
The former leader of the Constellation, or at least, the most public one. Yusuke served under him for almost a year, undercover, doing all sorts of terrible things to keep up the charade until, at long last, came the chance to strike. After gaining his trust, fighting both against and alongside him, betraying him, stealing his heart, and seeing him at his absolute lowest, Yusuke feels like he understands him. Therefore, he has no pity for him whatsoever.
He's anticipating Dooku's inevitable revenge scheme. That should be fun.

|
Temperance
RANK:
Yusuke's roommate. The first person he really spoke to when he arrived, outside of the solider who escorted him to his new home. Besides that initial shock, he also had to deal with the news that there were other Persona users besides the Phantom Thieves, and that they had already come and gone from this world. In a panicked and confused moment of weakness, he blurted out everything to Jaime, and he's hoping that won't come back to bite him. He's friendly, though. No eye for art at all, but he at least seems concerned about Yusuke's well-being, and doesn't complain about his paintings slowly overrunning the house.
Recently, they've had a lot to deal with together, from Jaime's secret identity as the Blue Beetle being revealed to his housemates, to Persona user and old friend of Jaime's who doesn't remember a thing, Shinjiro, who is now living with them. Much of it has been difficult and awkward to navigate, making Yusuke feel that he understands him better...he considers Jaime a close friend, even though he talks to himself.

The World
RANK:
The thoughtful, compassionate, courageous, rebellious leader of the Phantom Thieves. Yusuke owes him his life a hundred times over. Akira rescued him from his abuse at the hands of Madarame and helped him reveal the truth about his mother, personally dragged him from his emotional and artistic slump, and intentionally put himself face to face with probable death on behalf of Yusuke and the rest of the Thieves. He is one of the dearest friends Yusuke has, or will ever have.
But he wasn't very impressed with Yusuke when he got here. The artist was the first of the Thieves to show up, and the potent cocktail of grief, loneliness, and anxiety led to some critical mistakes. Things got better for a while, and then they got worse after the incident where he tortured Adachi and shut down. It built into a fight where they both said some terrible things and quit talking for a few weeks, becoming the catalyst for what was essentially an apology tour on Yusuke's end until they finally hugged it out.
The Phantom Thieves will be fine.
